‘Invalid gram panchayats G+2 building permit’

The Municipal Administration Department has stated that any new construction permission for the construction of ground floor plus two floors (G+2) for residential purposes must be done through the online system TSbPASS – Telangana State Building Permission Approval and Self-Certification System only.

Since the online system came into effect from November 2020, any such authorization obtained through the gram panchayats (GPs) would have to be applied again under the TS-bPASS by adjusting the fees paid until ‘now with the revised tariffs,’ said the director of municipal administration. (DMA) N. Satyanarayana in a communication to Municipal Commissioners and District Collectors concerned.

Already, around 927 unauthorized structures have been demolished across the various Urban Local Bodies (ULBs), including 459 buildings under the jurisdiction of the Hyderabad Metropolitan Development Authority (HMDA) and 459 across other municipalities over the past few days.

Official sources have informed that around 141 district task forces have been formed with a combined staff of 700 under the additional concerned collectors to keep an eye out for unauthorized constructions and take appropriate action. Complaints received through Twitter’s digital mode, emails or complaints made in person or even those logged into the portal are taken seriously.

The teams were instructed to carry out inspections every 15 days in their respective municipalities to identify unauthorized constructions. Particular emphasis is placed on illegally seeking permissions through GPs, starting construction without any official sanction and building additional space against sanctioned plans. Layouts sold without taking the required permissions are also under the scanner, they said.

Earlier, Special Chief Secretary Arvind Kumar alerted city authorities to this land and the ongoing illegal constructions taking permissions from GPs even after the online system became all the rage in some places following the release of media reports. He called on task force teams to inspect all ongoing ground and two-story construction and take action wherever there are violations. The DMA also ordered a joint investigation of the regional directorates concerned for action to demolish illegal constructions in the Medchal-Malkajgiri areas. Municipal Commissioners of Karimnagar Municipal Corporation, Luxettipet, Boduppal, Badangpet, Turkayamjal, Nizampet and Manikonda have been instructed to carry out a special investigation to identify breached/unauthorized constructions, if any, and take strict measures to remove such structures.
